The Deputy Finance Director is responsible for the management of the full accounting cycle, purchasing and treasury management. Works closely with the Director of Finance to ensure the accounting, in accordance with generally accepted accounting principles, and purchasing functions are performed in an accurate, complete, and timely manner as well as provides high-level financial analysis to help improve operational performance. Participates in setting strategic direction for the organization and advancing the execution of strategic goals. Serves as liaison between departments to communicate policies and procedures affecting purchasing and financial reporting and to provide staff training.
Performs recruitment, supervision, evaluation and training of staff. Responsible for maintenance of the general ledger through journal entries, performs the month-end closing and year-end closing processes. Ensures accuracy and timeliness of account reconciliations. Reviews financial transactions, procedures and processes for proper handling and improvements.
Maintains day to day banking activities ensuring adequate funding is available. Invests District funds according to policy, including the purchasing, recording, reporting and planning for cash flow needs. Evaluates and develops modifications to existing policies and procedures, such as cash receipts, disbursements, internal controls, cash handling and purchasing. Coordinates annual audit and works closely with the District’s outside auditors to review annual financial information and record year end journal entries including GASB34 entries and preparing footnotes. Prepares the Annual Comprehensive Financial Report (ACFR). Coordinates audit for Foundation and grant single audits. Responsible for proper grant financial reporting, prepare grant reports. Develops proper implementation of GASB pronouncements.
Drives a motorized vehicle to travel to different locations. Performs tasks that will require walking, bending, stooping, standing, kneeling, climbing, reaching and sitting. Performs lifting tasks up to 25 pounds.
EXPERIENCE
Bachelor's Degree with concentration in Accounting or Finance. Seven years of accounting experience including four years supervisory experience. Working knowledge of Fund accounting. Ability to provide direction, supervision and mentoring to staff. Ability to effectively present facts and recommendations both verbally and in writing to all levels of employees and the general public. Good analytical skills, problem solving ability and judgment to resolve, organize and manage programs and issues. Ability to collect, compile and analyze facts and exercise sound judgment in arriving at conclusions and translating observations and results into clear, concise reports. Ability to make decisions in accordance with established policies and procedures. Ability to use computers to prepare financial statements. Must possess valid Driver’s license.
